Heavy AI use develops habits before it develops rules. Routing lived in one head, orchestration doctrine lived in transcripts, and memory could confidently lie. The most-violated rules needed to stop being advice and become structure.
A thin kernel over Claude Code: a dispatch table that routes every request, a truth-precedence ladder so fresher sources always win, staleness semantics on memory, and five enforcement hooks — each one bought by a named real incident. Orchestration is derived, not chosen: one agent per independent unit of the task.
Five of five hooks live, thirty-one commands and fourteen skills under management, and a working operating console that scans the real setup. In its largest adversarial run — 46 agents across two waves — twenty-six ideas stood trial and one survived. The fan-out exists to destroy ideas, not confirm them.
